In my area, there is the presence of an emergency management office/division which coordinate emergency responses. This is because the individuals present in the emergency management office have been trained to communicate professionally as well as in a coordinate manner. There has been training provided to ensure that there are no unnecessary conflicts/quarrels happening during operations of coordinating emergency responses. However, if there is a conflict, there is a chief present at the office of the local municipality to control things. In case of responding to emergencies like epidemics or frequent and sudden attacks of bioterrorism, there is a separate division of health looking after emergency responses.
